ADVERTISEMENT FOR BIDS

SEALED BIDS WILL BE RECEIVED BY THE CAMDEN COUNTY MUNICIPAL UTILITIES AUTHORITY (OWNER), AT THE OFFICE OF THE OWNER, 1645 FERRY AVENUE, CAMDEN, NEW JERSEY, 08104, UNTIL 4:00 PM LOCAL TIME ON SEPTEMBER 14, 2017 AT WHICH TIME THEY WILL BE PUBLICLY OPENED AND READ.  THE PROJECT GENERALLY CONSISTS OF CLEANUP OF BURNED AREAS; AND REMOVAL AND DISPOSAL OF TIRES, ABANDONED VEHICLES, ASBESTOS DEBRIS, CONSTRUCTION DEBRIS AND OTHER WASTE MATERIALS LOCATED ON LOTS 7 AND 7.01, BLOCK 887 AND LOT 10.02, BLOCK 888 IN CAMDEN, NJ; AND THE CREATION OF WOODCHIP TRAIL WITH SIGNAGE AND SECURITY CAMERAS AND AS SHOWN AND DESCRIBED IN THE PLANS AND SPECIFICATIONS.

A PRE-BID CONFERENCE WILL BE HELD AT THE AUTHORITY’S ADMINISTRATION BUILDING AT 1645 FERRY AVENUE, CAMDEN, NEW JERSEY, 08104 ON AUGUST 22, 2017 AT 11:00 A.M. LOCAL TIME.

ALL WORK WILL BE INCLUDED UNDER A SINGLE CONTRACT.

 

CONTRACT DOCUMENTS MAY BE EXAMINED AT THE OFFICES OF THE OWNER OR AT THE OFFICES OF JMT LLC, 1200 LENOX DRIVE, SUITE 101, TRENTON, NEW JERSEY, 08648-2329.  COPIES MAY BE OBTAINED FROM THE OFFICES OF THE OWNER UPON DEPOSIT OF $50.00 (NON-REFUNDABLE) FOR EACH SET.  NEITHER THE OWNER NOR THE ENGINEER WILL BE RESPONSIBLE FOR FULL OR PARTIAL SETS OF CONTRACT DOCUMENTS, INCLUDING ANY ADDENDA, OBTAINED FROM OTHER SOURCES.  CHECKS FOR CONTRACT DOCUMENTS SHALL BE MADE PAYABLE TO THE CAMDEN COUNTY MUNICIPAL UTILITIES AUTHORITY.  NO CONTRACT DOCUMENTS WILL BE MAILED.  FAXED BIDS WILL NOT BE ACCEPTED.

THE ATTENTION OF THE BIDDERS IS CALLED PARTICULARLY TO THE REQUIREMENTS WITH RESPECT TO CONDITIONS OF EMPLOYMENT TO BE OBSERVED AND MINIMUM WAGE RATES TO BE PAID AS REQUIRED BY THE CONTRACT DOCUMENTS.

 

THE BIDDERS ARE ADVISED THAT ALL SURETY BONDS REQUIRED MUST BE WRITTEN BY A SURETY COMPANY LISTED ON THE U.S. DEPARTMENT OF THE TREASURY’S LISTING OF APPROVED SURETIES, DEPARTMENT CIRCULAR 570.

 

BID SECURITY MUST ACCOMPANY EACH BID AND SHALL BE IN THE AMOUNT OF 10% OF THE BID, BUT NOT IN EXCESS OF $20,000.00, AND MAY BE GIVEN, AT THE OPTION OF THE BIDDER, BY CERTIFIED CHECK, CASHIER’S CHECK, OR BID BOND.

 

THE SUCCESSFUL BIDDER WILL BE REQUIRED TO FURNISH PERFORMANCE AND PAYMENT BONDS EACH IN AN AMOUNT EQUAL TO ONE HUNDRED PERCENT OF THE CONTRACT PRICE.

 

BIDDERS SHALL BE PREPARED TO PROVIDE PROOF OF QUALIFICATIONS TO PERFORM THE WORK AS DESCRIBED IN SECTION 00103 OF THE INSTRUCTIONS TO BIDDERS.

 

TIME OF CONTRACT COMMENCEMENT AND COMPLETION WILL BE IN ACCORDANCE WITH THE AGREEMENT.

 

ALL BIDS SHALL REMAIN OPEN FOR SIXTY DAYS AFTER THE DATE OF THE OPENING OF BIDS EXCEPT AS PROVIDED IN THE INSTRUCTIONS TO BIDDERS.  THE OWNER RESERVES THE RIGHT TO REJECT ANY OR ALL BIDS, AS WELL AS THE RIGHT TO WAIVE ALL INFORMALITIES IN AWARDING A CONTRACT DEEMED TO BE IN THE BEST INTEREST OF THE OWNER.

 

THIS CONTRACT IS EXPECTED TO BE FUNDED IN PART WITH FUNDS FROM THE NEW JERSEY DEPARTMENT OF ENVIRONMENTAL PROTECTION AND THE NEW JERSEY ENVIRONMENTAL INFRASTRUCTURE TRUST.  NEITHER THE STATE OF NEW JERSEY, THE NEW JERSEY ENVIRONMENTAL INFRASTRUCTURE TRUST NOR ANY OF THEIR DEPARTMENTS, AGENCIES OR EMPLOYEES IS, OR WILL BE, A PARTY TO THIS CONTRACT OR SUBCONTRACT OR ANY LOWER TIER CONTRACT OR SUBCONTRACT.  THIS CONTRACT OR SUBCONTRACT IS SUBJECT TO THE PROVISIONS OF N.J.A.C. 7:22-3, 4, 5, 9 AND 10.

 

IN ACCORDANCE WITH THE PROVISIONS OF N.J.S.A. 58:11b-26, N.J.A.C. 7:22-3.17(A)24 AND 4.17(A)24, THE CONTRACTOR SHALL COMPLY WITH ALL OF THE PROVISIONS OF  N.J.A.C. 7:22-9.

 

THE BIDDERS ARE ADVISED THAT THEY MUST COMPLY WITH THE PROVISIONS SET FORTH IN THE NEW JERSEY PUBLIC LAW, PL 1975, CHAPTER 127, WHICH WAS ENACTED INTO LAW ON JUNE 23, 1975.  THIS LAW RELATES TO DISCRIMINATION IN CONNECTION WITH CERTAIN PUBLIC CONTRACTS AND SUPPLEMENTS THE “LAW AGAINST DISCRIMINATION” APPROVED APRIL 6, 1945 (PL 1945, C 169) AND THE STATE OF NEW JERSEY PUBLIC DISCLOSURE LAW (PUBLIC LAWS OF 1977).

 

FOR ALL CONSTRUCTION BIDS OVER $25,000, THE CONTRACTOR MUST EIGHER USE APPRENTICES PROCURED THROUGH A REGISTERED APPRENTICE PROGRAM IN THE APPROPRIATE TRADE(S), REGISTERED IN THE STATE OF NEW JERSEY WITH THE UNITED STATES DEPARTMENT OF LABOR, BUREAU OF APPRENTICESHIP AND TRAINING OR MUST AGREE NOT TO EMPLOY ANY WORKER OF LESS THAN JOURNEYMAN STATUS ON THE PROJECT.

 

THE BIDDER SHALL COMPLY WITH P.L. 1999, C.238, THE PUBLIC WORKS CONTRACTOR REGISTRATION ACT, AS AMENDED BY P.L. 2003, C.91 (N.J.S.A. 34:11-56.48 ET. SEQ.); AND THE BUSINESS REGISTRATION PROVISIONS OF N.J.S.A. 52:32-44 (P.L. 2004, C.57).

 

THE CONTRACTOR IS REQUIRED TO COMPLY WITH OWNER’S PLAN FOR UTILIZATION OF SOCIALLY AND ECONOMICALLY DISADVANTAGED INDIVIDUALS (SED).  A 12% SED UTILIZATION HAS BEEN ESTABLISHED FOR THIS PROJECT.
