Request For Proposals #2021-25 for Annual General Engineering Services Needed for the CCMUA’s Delaware #1 WPCF

NOTICE

Notice is hereby given that the Camden County Municipal Utilities Authority of Camden, New Jersey is requesting proposals for RFP #2021-25 for Annual General Engineering Services Needed for the CCMUA’s Delaware #1 WPCF.    Copies of the Request of Proposal are available from the CCMUA, Contact Kathy Savidge, kathys@ccmua.org or by phone 856-583-1205 during regular business hours or vendors can register to download all documents from the Camden County website:

Proposals must be submitted to the CCMUA’s Purchasing Department, 1645 Ferry Avenue, Camden, N.J. 08104. Proposals are due no later than 10:00 AM on February 3, 2022 where they will be opened publicly via Zoom.   The link to join the meeting remotely by video is:

It is recommended that each proposal be hand delivered to the CCMUA, 1645 Ferry Avenue, Camden, NJ.  The CCMUA assumes no responsibility for delays in any form of carrier, mail or delivery service causing the proposal to be received at the CCMUAlater than the above referenced scheduled opening.

Nothing herein is intended to exclude any responsible firm or in any way restrain or restrict competition.  All responsible firms are encouraged to submit proposals. 

The CCMUA Board of Commissioners reserves the right to accept or reject any or all proposals submitted in the best interest of the CCMUA and the Board further reserves the right to waive any defect or informality in any proposal should it be in the best interest of the CCMUA. 

Proposers are required to comply with the requirements of P.L. 1975, c. 127 (N.J.A.C. 17:27) and N.J.S.A. 10:5-31.

All proposers and their subcontractors competing for CCMUA contracts must provide a copy of their Business Registration Certificate at the time the proposal is submitted or should be registered prior to the proposal due date.

The proposal is being solicited through the “Fair and Open Process” provided by N.J.S.A. 1944a-20.4 et seq.

Proposers are required to comply with the requirements of P.L. 1999, c. 238 (J.J.S.A.34:11-56.48 to 57), where applicable.

This Request For Proposals does not constitute a bid and is intended solely to obtain competitive proposals from which the CCMUA may choose contractor(s) that best meet(s) its needs.  It is the intent of the CCMUA that no statutory, regulatory, or common law bidding requirement apply to this Request For Proposals.  The CCMUA intends to award any contract(s) for these services pursuant to N.J.S.A. 40A:11-5(1)(a)(i).

CLARIFICATION #1 – QUESTIONS & ANSWERS:

RFP #2021-25:

General Engineering Services for CCMUA’s Delaware #1 WPCF

The attention of all bidders is to be directed to the following Clarification to the Proposal documents

for the above referenced RFP.

The following Questions (8) have been posed during the RFP process before the CCMUA and the Response is provided immediately following the question:

Q1:      Will CCMUA provide a sample contract with terms and conditions for review prior to submitting the proposal? As the proposal may not vary the material terms of this document or include its own version of a contract with its proposal, a review of the terms and conditions prior to submittal is requested.

A1:       The CCMUA will not be providing a form of contract to any potential respondent.

Q2:      Will all questions and responses be provided to all firms that have received the RFP?

A2:       Yes.

Q3:      In accordance with Part II, Section F of the RFP, which states “The CCMUA will supply the form of contract which will incorporate the terms and conditions of the within document and the successful proposer’s proposal, fees and costs.” If the contract will not be provided by CCMUA, what information would you like in this section of the proposal?

A3:       This section is to advise that the information provided in the response will be a material component of the awarded contract. This section needs to be acknowledged by the respondent in their proposal.

Q4:      In accordance with Part II, Section K of the RFP which is an Exhibit of Allowable & Unallowable expenses, what information would you like in this section of the proposal? Are we to identify which allowable and unallowable expenses we plan to incur?

A4:       This section is to advise which expenses are allowable and which are not.  This section needs to be acknowledged by the respondent in their proposal.

Q5:      Is there a goal for MBE/WBE participation? If so, what is it.

A5:       No.

Q6:      What design or other tasks are anticipated during the 1-year term between March 1, 2022 and February 28, 2023?

A6:       *Design of the certain electrical infrastructure components.

*Design of the abandonment of the chemical odor control scrubber at the Dewatering

  Facility and its connection existing Biofilter

*Design of the abandonment of the plant water fire pump system.

*Preliminary design of the Main Electrical Substation

Q7:      What tasks are ongoing from the prior year contract that would require the successful bidder to finish?

A7:       Design during construction for the Secondary Sludge Piping Replacement Project and the design of the Bar Screen Replacement and Grit System Replacement Project.

Q8:      Will CCMUA accept exceptions to the terms and conditions in the RFP, particularly the

Indemnification provision in Section 6.0?

A8:       The CCMUA reserves the right to accept or reject any exception to the terms and conditions.
