NOTICE

Notice is hereby given that the Camden County Municipal Utilities Authority of Camden, New Jersey is requesting proposals for RFP #2020-03 for provision of Construction Management Services to Oversee the Construction of Three Green Infrastructure Projects in Camden City.   Copies of the Request of Proposal are available from the CCMUA, 1645 Ferry Avenue, Camden, N.J. 08104.  Contact Bob Hickman, bhickman@ccmua.org or by phone 856-583-1230 during regular business hours or vendors can register to download all documents from the Camden County website:

A pre-proposal meeting has been scheduled for 11:30 am on February 20, 2020 at 1645 Ferry Ave in Camden, NJ.   Proposals must be submitted to the CCMUA’s Purchasing Department, 1645 Ferry Avenue, Camden, N.J. 08104.  Proposals are due no later than 11:00am on March 5, 2020.   Any proposals received after said date/time, whether by mail or otherwise, will be returned unopened.  No proposals will be accepted after the above referenced date.   Proposals must be submitted in sealed envelopes with the name of the RFP clearly marked on the outside of the envelope.  Proposals may not be e-mailed, faxed or transmitted over the telephone.

It is recommended that each proposal be hand delivered to the CCMUA, 1645 Ferry Avenue, Camden, NJ.  The CCMUA assumes no responsibility for delays in any form of carrier, mail or delivery service causing the proposal to be received at the CCMUAlater than the above referenced scheduled opening.

Nothing herein is intended to exclude any responsible firm or in any way restrain or restrict competition.  All responsible firms are encouraged to submit proposals. 

The CCMUA Board of Commissioners  reserves the right to accept or reject any or all proposals submitted in the best interest of the CCMUA  and the Board further reserves the right to waive any defect or informality in any proposal should it be in the best interest of the CCMUA. 

Proposers are required to comply with the requirements of P.L. 1975, c. 127 (N.J.A.C. 17:27) and N.J.S.A. 10:5-31.

All proposers and their subcontractors competing for CCMUA contracts must provide a copy of their Business Registration Certificate at the time the proposal is submitted or should be registered prior to the proposal due date.

The proposal is being solicited through the “Fair and Open Process” provided by N.J.S.A. 1944a-20.4 et seq.

Proposers are required to comply with the requirements of P.L. 1999, c. 238 (J.J.S.A.34:11-56.48 to 57), where applicable.

This Request For Proposals does not constitute a bid and is intended solely to obtain competitive proposals from which the CCMUA may choose contractor(s) that best meet(s) its needs.  It is the intent of the CCMUA that no statutory, regulatory, or common law bidding requirement apply to this Request For Proposals.  The CCMUA intends to award any contract(s) for these services pursuant to N.J.S.A. 40A:11-5(1)(a)(i).

Clarification #2

RPF #2020-03 Construction Management Services During Construction of Green Infrastructure Projects In Camden City

The attention of all bidders is to be directed to the following Clarification to the Proposal documents for the above referenced RFP.

The following Questions have been brought before the CCMUA for Clarification and Responses are provided immediately after each question:

Q1. The specs identify a project duration of 365 days on page 00500-2 Section 4.1 (page 68 in the pdf). Please advise what is the correct duration of time so that we can use that duration as the basis for our fee proposal. A 365 day duration seems to long for the scope of work for these projects and our concern is that if we base our fee on that duration we may be unnecessarily high.  If possible please provide a start and end date for our services.

Response:

The Project duration is 365 days.

Q2. Given that two of the projects are located at schools, is the expectation that the work associated with these projects has to be done over the course of this summer with the DRPA project starting after these? Please advise the start date for each phase of the project and what the phasing is anticipated to be so that we can plan the appropriate coverage for the CM services.

Response:

Q4. Please confirm the project is funded through New Jersey Infrastructure Bank and does not include Federal Funds.

Response:

The project is funded through the New Jersey Infrastructure Bank and therefore does include federal funds.

Q5. Project schedule – We understand that work at the Molina and Coopers Poynt schools cannot start until end of school year, and must be complete for school to open in September, 2020.  We are not clear on the schedule for Gateway Park project.  Can the CCMUA team provide schedule milestones for each project?

Response:

-The project duration is 365 days.

Q6. Section E – Form of Fee – Will CCMUA provide form to be submitted? [Section G notes required CCMUA forms]

Response:

No, each consultant will provide a response to fees that they feel best provides the needed information.

Q7. Section E – Form of Fee – Is the CCMUA asking for fee on a per project basis?

Response:

Yes, the CCMUA would like to understand the fees for each site.

Q8. Section E – Form of Fee – RFP notes ‘cost-plus fixed fee basis not lump sum basis’, what is the ‘cost’ component?

Response:

The CCMUA requires the total fee be provided as follows:

-Direct Costs

-Overhead Costs, not to exceed 140%

-Fixed Fee, not to exceed 10%

Q9. Section E – Form of Fee – Please clarify that mark up of project staffing rate for overhead NTE 140%, and 10% fixed fee is maximum profit.

Response:

-The CCMUA will not accept an overhead rate of greater than 140%

-The CCMUA will not accept a fixed fee of greater than 10%.

-The formula to compute these costs is as follows:

         Total Fee = (Direct Costs + (Direct Cost * Overhead Rate)) + Fixed Fee

         Fixed Fee = Fixed Fee Percentage * (Direct Costs + (Direct Cost * Overhead Rate))

Q10. Section F – form of contract indicates CCMUA will supply form of contract, will this

     be shared prior to submission of proposals?

     Response:

Q11. Section H – MBE/WBE tracking, is the CCMUA expecting participation as part of this

     assignment?

     Response:

     This is a mandatory form.  Please provide the information.   MBE/WBE tracking will

     be a CCMUA responsibility after the construction contract has been awarded.

Q12. Does CCMUA have specific MBE/WBE participation goals it expects consultant    

     teams to meet as part of this RFP?

     Response:

     The CCMUA does not have a specific MBE/WBE participation goal for this RFP.

Q13.  Will CCMUA accept category rates for staff classifications as part of the fee

      proposals rather than for specific personnel?

      Response:

      Yes, the CCMUA will accept category rates for staff classifications as part of the          

      fee proposal.

   Q14. Given the close timing between the Q&A deadline and the proposal deadline, will

     CCMUA please extend the deadline at least two weeks to allow us enough time

     to pull together a responsive proposal?

     Response:

     The CCMUA will not extend the deadline for the receipt of proposals.
