COLLECTION SYSTEM UPGRADES

Sealed Bids for Contract No. 418 for Collection System Upgrades will be received by The Camden County Municipal Utilities Authority office, located at 1645 Ferry Avenue, Camden, New Jersey 08101-1432 until 12:00 p.m. (Local Time), on August 17, 2022, and then at said office opened and read aloud via Zoom. The Project consists of interceptor and manhole replacements to the West Collingswood Interceptor, a manhole rehabilitation in the Berlin Interceptor, and replacement of the sloped masonry roof at the Gloucester City and Cooper River Pump Stations. The West Collingswood work includes construction of a pipe and manhole network to replace several damaged West Collingswood Interceptor gravity manholes, including two (2) new manholes, pipe replacement, and abandonment in place of the old pipes and manholes. The Berlin work includes the rehabilitation of a Berlin Interceptor gravity manhole including cleaning and surface preparation, crack and spall repair, if and where directed, and installation of the cured-in-place manhole liner. The roof replacement work includes demolition and removal of the existing masonry roof and installation of a new seam metal roof.

In the event of any inconsistencies between this advertisement, as published, and the bid documentation, the bid documentation shall control.

Bids will be received for a single prime Contract.  Bids shall be on a lump sum and unit price basis, as indicated in the Bid Form.

Bidders are required to comply with the requirements of P.L. 1975, c.127 (N.J.A.C. 17:27 and N.J.S.A. 10:5-31 et seq.), Affirmative Action.

Bidders are required to comply with the requirements of P.L. 1999, c. 238 (N.J.S.A. 34:11-56.25 et seq,), New Jersey State Prevailing Wage Act, where applicable.

Proposals are being solicited through a fair and open process in accordance with N.J.S.A 19:44A-2.02, et seq., and as such, contractors are exempt from the limitations on making political contributions under that law. Further, for that reason, as well as because of a language in the New Jersey’s Annual Appropriations Act, refusal to disclose campaign contributions otherwise required by NJSA 19:44A-20.2 et seq. and 19:44A-20.25 et seq., will not adversely affect your consideration for award.

In accordance with the provisions of N.J.S.A. 58:11B-26, N.J.A.C. 7:22-3.17(a)24 and 4.17(a)24, the contractor (subcontractor) shall comply with all of the provisions of N.J.A.C. 7:22-9 for the participation of small business enterprises owned and controlled by Socially and Economically Disadvantaged (SED) individuals.

Bidders are advised the SED goal for this project is twelve percent (12%).

Bidders also shall be required to comply with the provisions of the following additional State Laws and Regulations:

In order to perform public work, the Successful Bidder and Subcontractors prior to contract award shall hold or obtain such licenses as required by State Statutes, and Federal and local Laws and Regulations.

Even though the pre-bid meeting is not mandatory, it is highly recommended that all bidders attend the pre-bid meeting.

The Commissioners of the CCMUA require the successful Bidder to prove the necessity of any change order(s).  Therefore, please pre-examine everything before submitting your bid.  Where the nature or amount of change orders cause suspicion that they are being submitted to purposely inflate your bid, the CCMUA will decline payment and refer the activity to the appropriate law enforcement authorities.

The Commissioners will take the same approach to any other subsequent request for increases to the contract price.

The Owner reserves the right to reject all of the Bids received, to re-advertise for Bids, to abandon the project, to waive any or all minor informalities in any Bid received and to accept any proposal all in accordance with applicable law.”

Bid security shall be furnished in accordance with the Instructions to Bidders.

The deadline for questions is now announced and is set for Tuesday, August 2, 2022 at 11:00AM, further contact information will be found in the Addendum.

The remote public opening, via Zoom, scheduled to be opened August 17, 2022 at 12:00 PM. and Zoom link remain unchanged.

All provisions of the contract documents not affected by this addendum shall remain in full force and effect.  

A copy of this addendum will be sent in a manner authorized by law to all vendors who have received the bid specifications and will also be available in the Purchasing Department, Camden County Municipal Utilities Authority, Camden, NJ 08104.
