ADVERTISEMENT FOR BIDS

CONTRACT NO. 614

Cleaning of the Camden Collection System in Support of CCMUA Bar Screen and Grit System Upgrades

Sealed Bids for Contract No. 614 Cleaning of the Camden Collection System in Support of CCMUA Bar Screen and Grit System Upgrades will be received by The Camden County Municipal Utilities Authority office, located at 1645 Ferry Avenue, Camden, New Jersey 08101-1432 until 10:00 a.m. (Local Time), on November 2, 2023, and then at said office opened and read aloud publicly.

The project consists of the cleaning and televising of approximately 169,200 LF of 6″ through 78″ diameter sanitary sewer piping, and manholes located throughout the City of Camden.

Copies of the bidding documents must be obtained by registering and downloading all documents from the Camden County website: http://www.camdencounty.com/service/purchasing-and-procurements/.

In the event of any inconsistencies between this advertisement, as published, and the bid documentation, the bid documentation shall control.

Bids will be received for a single prime Contract. Bids shall be on a lump sum as indicated in the Bid Form.

Bidders are required to comply with the requirements of P.L. 1975, c.127. Bidders are required to comply with the requirements of N.J.S.A. 10;5-31 et seq. and N.J.A.C. 17:27 et seq.

Bidders are required to comply with the requirements of P.L. 1999, c. 238 (N.J.S.A. 34:11-56.25 et seq,), New Jersey State Prevailing Wage Act, where applicable.

Proposals are being solicited through a “Fair And Open Process” in accordance with N.J.S.A 19:44A-20.4, et seq., and as such, contractors are exempt from the limitations on making political contributions under that law.

This contract or subcontract is expected to be funded in part with funds from the New Jersey Department of Environmental Protection and the New Jersey [Environmental Infrastructure Trust] Infrastructure Bank. Neither the State of New Jersey, the New Jersey [Environmental Infrastructure Trust] Infrastructure Bank nor any of their departments, agencies or employees is, or will be, a party to this contract or subcontract or any lower tier contract or subcontract. This contract or subcontract is subject to the provisions of N.J.A.C. 7:22-3, 4, 5, 9 and 10.Bidders are advised the SED goal for this project is twelve percent (12%).

The Successful Bidder and Subcontractors shall hold or obtain any such licenses as required by State Statutes, and Federal and local Laws and Regulations required to lawfully complete the work described in these contract documents.

Even though the pre-bid meeting is not mandatory, it is highly recommended that all bidders attend.

The Owner reserves the right to reject all of the Bids received, to re-advertise for Bids, to abandon the project, to waive any or all minor informalities in any Bid received and to accept the lowest responsible responsive bid all in accordance with applicable law.

A Bid must be accompanied by Bid security made payable to Owner in an amount of ten (10) percent of Bidder’s Bid price, but not in excess of $20,000, and in the form of a certified check or bank money order or a Bid Bond (on the form attached) issued by a surety meeting the requirements of Paragraphs 5.01 and 5.02 of the General Conditions

and authorized to do business in the State of New Jersey. In addition, Bid must be accompanied by a consent of surety consistent with N.J.S.A. 40A: 11-22 and 2A:44-143 et seq.

ADDENDUM #1

Notice is hereby given of the issuance of Addendum #1  for Contract No. 614 Cleaning of the Camden Collection System in Support of CCMUA Bar Screen and Grit System Upgrades Project.  The bid opening date remains the same, November 2, 2023 at 10:00 AM.  However,

A)           There are changes to the Bid Documents; and

B)            Questions brought before the CCMUA have been answered.

The changes to the bid documents and the responses to the questions raised will be incorporated in this addendum.

All provisions of the Bid documents not affected by this addendum shall remain in full force and effect.

A copy of this addendum will be sent in a manner authorized by law to all vendors who have received the bid specifications and will also be available in the Purchasing Department, Camden County Municipal Utilities Authority, Camden, NJ 08104.

Notice is hereby given of the issuance of Addendum #2 for Contract No. 614 Cleaning of the Camden Collection System in Support of CCMUA Bar Screen and Grit System Upgrades Project.

A) The bid opening date is changing from November 2, 2023 at 10:00 AM to November 14, 2023 at 10:00AM.

B) There are changes to the Bid Documents; and

C) Questions brought before the CCMUA have been answered.

The changes to the bid documents and the responses to the questions raised will be incorporated in this addendum.
