Invitation to Bid Contract #414R Pump Station Roofing Replacement

Sealed Bids for Contract No. 414R for the Pump Station Roofing Replacement will be received by The Camden County Municipal Utilities Authority office, located at 1645 Ferry Avenue, Camden, New Jersey 08101-1432 until 10:30 a.m. (Local Time), on November 14, 2023, and then at said office opened and read aloud publicly.

The scope of work for the Roof Replacement includes the removal of existing roofing system down to the roof deck and installation of new built-up roofing system.  Demolition work shall include removal and reinstallation of the existing equipment.

In the event of any inconsistencies between this advertisement, as published, and the bid documentation, the bid documentation shall control.

Bids will be received for a single prime Contract.  Bids shall be on a lump sum as indicated in the Bid Form.

Bidders are required to comply with the requirements of P.L. 1975, c.127.  Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq.

Bidders are required to comply with the requirements of P.L. 1999, c. 238 (N.J.S.A. 34:11-56.25 et seq,), New Jersey State Prevailing Wage Act, where applicable.

Proposals are being solicited through a “Fair And Open Process” in accordance with N.J.S.A 19:44A-20.4, et seq., and as such, contractors are exempt from the limitations on making political contributions under that law.

The Successful Bidder and Subcontractors shall hold or obtain any such licenses as required by State Statutes, and Federal and local Laws and Regulations required to lawfully complete the work described in these contract documents.

Even though the pre-bid meeting is not mandatory, it is highly recommended that all bidders attend.

The Owner reserves the right to reject all of the Bids received, to re-advertise for Bids, to abandon the project, to waive any or all minor informalities in any Bid received and to accept the lowest responsible responsive bid all in accordance with applicable law.

A Bid must be accompanied by Bid security made payable to Owner in an amount of ten (10) percent of Bidder’s Bid price, but not in excess of $20,000, and in the form of a certified check or bank money order or a Bid Bond (on the form attached) issued by a surety meeting the requirements of Paragraphs 5.01 and 5.02 of the General Conditions and authorized to do business in the State of New Jersey. In addition, Bid must be accompanied by a consent of surety consistent with N.J.S.A. 40A: 11-22 and 2A:44-143 et seq.

ADDENDUM #1

PUMP STATION ROOFS REPLACEMENT CONTRACT NO. 414R

Notice is hereby given of the issuance of Addendum #1 for Contract No. 414R, Pump Station Roofing Replacement as follows:

1) The CCMUA has a twelve percent (12%) SED set-aside for minority business enterprises, women’s business enterprises, small business enterprises and veteran business enterprises for this project. As a result, after project is awarded, the Contractor will be required to complete and submit monthly and quarterly SED Reports showing good faith efforts were taken to meet said goal.

2) The Bid Form has been modified and is made part of this Addendum and Bid Specification.

3) The scope of work only includes removal and replacement of the buildup roofing materials. Layer of light weight concrete under the roofing materials shall remain and is not part of the work.

4) Address other questions raised on/before October 20th deadline, if any.

The scheduled bid opening date/time of November 14, 2023 at 10:30am remains unchanged.

A copy of this addendum will be sent in a manner authorized by law to all vendors who have received the bid specifications and will also be available in the Purchasing Department, Camden County Municipal Utilities Authority, Camden, NJ 08104.
